How to Adjust Idle speed

It seems like the idle speed on my 2009 Grand Vista 250 is a bit higher than I like (2 bars show on Tach).

I know the idle adjust knob is on the carb, but I cannot figure out how to access the carb.

Is there a simple plate to remove ? If so, where ?

Or do I have to remove the whole bottom of the storage cavity ?

Under the seat in the bottom of the storge compartment (at least
on my 2004) is a small square cover.  Can't remember if I pulled
up the carpet or not.  Anyway removing this cover exposes the top
of the carb with the screw at hand.
