Used Agility 50. Will start and then die within 3 seconds

Hi. first I'd like to say that I almost lost the tip of my finger loading this used scooter onto a truck so I am determined to get it running. literally. and having surgery in 2 days to fix the injury. that said...

Agility 50. I am new to this brand and capable but not intuitive as a mechanic. This bike has several issues but I will be focusing on the carburator. the previous owner put in a brand new carb but reported they can't get it started. I live in the main state that produces ethanol so knowing the problemms that can cause I added a very small amount of the ethanol treatment to the tank and after about 10 attempts spaced apart by about 30 minutes each, it started, idled for maybe 1 second and then shut off. i keep giving it spaced out tries to start and it keeps starting and idles for a little longer each time but always shuts off. my last attempt it idled for about 5 seconds. the carb installed has 2 tubes coming off of it and connected to nothing. one is about 5 inches long, on the side, and makes a sharp bend down and is then cut. the second is about 10 inches long, comes from the bottom of the carb, and doesn't connect to anything. in the picture I circled the first mentioned and made a dotted line on the second one with an arrow pointing at the end. i figured out the 3 other tubes of the same size are drain lines. is the bottom tube part of the vacuum system? or just another drain line?
well. I will have to work on adding the pics because I can't get them to be seen as small enough to meet the limit.
As a side note but possibly important, on the right side of the body cover, there is a larger diameter tube that has a U shaped, clear tube inserted into it but then also connected to nothing. it is in the second picture.
Anybody know the answer to my question of what these 3 lines are? or would the vacuum system even be responsible for a bike starting and then cutting off after a quick idle?

Adding information.  I removed the spark plug today. cleaned it, although it was not very dirty, then put it back in. Now it won't even turn over. just makes an unengaged whirring sound instead of the rhythmic pattern of a starter. did I make a mistake pulling the plug out?

another issue after learning about the fuel and vacuum systems working together, on this video I watched the person explains the fuel line from the tank usually goes to a silver valve of some sort, then goes to the filter, then the carb. This 2016 agility 50 goes from the tank to the fuel filter, to the carb. That silver valve was responsiible for the vacuum action to supply gas to the c3arb. did Kymco design this differently? or am i missing a part?
I’ll just update this even though nobody responded. The scooter is running fine now. The mixture was too rich, and the idle too low. After understanding the relation between the two and a lot of fine tuning this scooter is running great. I’ll warm it up in days I don’t ride it since these don’t line to sit. This forum is odd though.
