their is a restriction on the air-intake, but on 4t, changing the exhust doesnt really do much tbh.

Where in the air intake? Is it in the tube or the intake from the carburetor to the sylinder?

the carberater to the cylinder, you should buy a 'k&n' aire filter, or a 'pancake' are filter.
i have bought a 24mm racing car with biger jets, and a pancake aire filter. if you are up-grading the air filter, you will need to upgrade to jets (so you dont run lean).

okay so i just have to remove the tube between the sylinder and carburetor and sand down for example? or is it the jets and airfilter you mean is the restriction?

changing the jet and the air filter will make a large improvment to the peformance of your scooter :), what other mods have you done?

I have taken out the pink wire in CDI and added a stiffer clutch spring, new mallossi variator. Now it does 70 km/h on the flat, but engine has only been driven for 140 km:P

you need to ride it a bit more before you tunne it right out mate ;). i would uppgrade the jet to a 90-95? and a pancake filter, then you will get around 85-90km? :)
