will cutting the wire in the cdi to de-regulate cause engine problems?

But keep in mind with any modification you perform on your scooter that gives you better peformance from your motor is causing slightly more wear and compromising the life of the engine a little tiny bit to a whole lot depending on what kind of modification you are doing. But something like the CDI mod is minimally impacting your engine.
