I only have about about 600 miles on my scooter, and there is a "ticking" sound, very fast, that goes up and down with the engine speed. Anybody else notice that?

Okay. I don't know jack about engines, but I'll mention it to the dealer.
By the way: It seems worse after the engine has been warmed up for a while.

I took the bike to the dealer and the mechanic said he didn't hear anything.
But now its getting worse.
I was wondering if it might be that plastic fan on the side, because it sounds like its coming right from there.
(I am going to ask this question in the Technical Forum too.)

You will have a lot of "normal" sounds to get used to. When they get louder is when they need attention. Were you with the mechanic when he didn't hear it? If you were standing there together and the mechanic didn't hear what you heard - then it's probably just you worrying about normal sounds.
Your valves will make a normal ticking sound, but if they loosen up (the adjustment gap widens over time) then the tick gets louder.
The fan speed won't go up and down with the engine speed.
