I knew benelux has that 25kph limit but now I see it's dk also. here in serbia 50cc moped can be driven at the age of 14(two pages exam) and 125cc up to 11 kw at the age of 16(written and practical exam).
ag's sold here is doing about 45mph-50mph de-restricted(jet, cdi, vario) but I did a little bit more and have some extra mph, so, in my mind 18mph is a way too slow. even 30 is slow wich I get on the most hills and have vehicles lined behind me, but drivers is getting more and more tolerant cos scootering is in expansion here. And I guess one nice smiley sticker under the licence plate makes things even better

..I ride daily 17 miles one way for work...2-lane blacktop most of the way...

..I probably average 40-50 mph for the most part, and have been passed by state troopers, county sherrifs, local city cops...

..they all just look th other way........

same thing here, cops aint gonna bother with 50cc scooterists wearing protective gear and driving by the rules even if they are topping over 50mph. and if cops stop me and they see moped plates they just let me go :-)
there is some safety rule where stationary police patrol can't just stop me.

In 2005 i purchased a boatian starway scooter 4 stroke which i think was a gy6 (139qma) engine from argos stores when they sold mopeds £899 on the road and for some reason it was not restricted and would do 45mph i never woried about getting caught back then, i also had a 49cc 4 speed monkey bike (copy) that could almost hit 50 mph although now thinking about it im not sure with it having gears i was legal to ride it on my car licence, that little bike was only £395 brand new on the road from ebay was a great little bike for my daily work commute till it packed up at about 5000miles....(never see them prices again)

Here in Denmark, weather i get stopped or not depends fully on the cop. Most cops dont care about it, when theres not razzias, but then when there are razzias, they have to stop every damn 2-wheeler they see, to check if its legal, no matter if its a bike, a scooter or a MC. :O
But the licence for riding the "little scooter" in Denmark is only around 10-20 euro, so thats not what hurts. What hurts, that the second time you get cought on an illigal scooter, they take it, and destroy it. (that is, if 2 times in 3 years).

So, if i get stopped for riding derestricted, ill have to ride restricted for 3 years... That means that in reality, the prize for going too fast on an illigal scooter is:  1500 DKK, and the vario first time, and 1500 DKK and the scooter second time (which for me were 9000 this time). That rounds up to 17000 DKK, whitch is £1 545, $2954 or 2284 euro.
But i have to do it, because 18 MPH is really extreamely dangerous. The statistics say that 90 % of all danish scooters is illegal (speed), but only 10 % of all accidents is involving an illegal scooter. AND most of those accidents are cars making a right turn or coming from a sideroad without looking. That was what happened to me, when i crashed on the old agility (going 20 km/h, whitch is around 12 MPH.).

So the conclusion must be: The legislation sucks, and driving restricted is dangerous
