Hi,
I have this problem for quite some time- i have a downtown 300 and the locking mechanism just doesn't work unless I use immense force.
I had the same problem when I had a Grand Dink 250 |(which has only one locking dock) and then I remember I bought a bigger loop that maid it available for the hinge to lock without fighting it.
I discontented the inner seat bulb because sometimes I cant lock it and it drained my battery.
Any help would be greatly appreciated!!

Apart from the fact the lock mechanism might be worn, the cable is the most likely cause. Lubrication with super slick spray (i think it is silicone) in both ends where cable comes out of its sleeve.
Also, the route of  the cable is nb. No kinks, or sharp turns.
Lastly, there is an adjuster in the middle of the cable, that allows for stretching or reducing the sleeve as required.

I have the same problem with my DT300. Doesn't want to fully open when I turn the key counter clockwise either. I sprayed the locking mechanism with some liquid wrench/silicone. It locks better, but still doesn't open fully unless I turn the key and pull up on the seat at the same time

  prop the seat up and push down on the locking units with a screw driver , and adjust the cables till they open together,

You can increase the lock cable tension by loosening the 2 "seat cable maintenence" bolts located on the left side of the seat bucket. Undo the smaller locknuts and turn the larger nuts anticlockwise (relative to each other) at the same time until you seee more thread. Re-tighten the smaller locknuts and problem solved - it should now be easier to unlock and lock the seat. It also helps to clean and grease the two latches at the rear of the seat bucket.
