Help me get started (pun not intended)

Hello everyone,

I've got an '05 Filly 50 LX (which I learned is the identical cousin of a ZX50 thanks to zombie!) that won't start after a few years of *sniff* neglect.

I recently:
Replaced fuel, spark plug, battery, 7amp fuses
Cleaned out the carb, fuel filter
...but it still won't start!!

Some observations:
- Headlight and taillight doesn't turn on, but brake lights work when pressed upon.
- Electric starting system seems to work, spark plug is giving off a decent spark like it's supposed to.
- Spark plug is dry after a few attempts to start it.
- Little fuel comes out when the drain screw is removed (after quite a bit of throttle during attempts to start).

Any clues to help me get started? I'm a full time college student neck deep in exams, projects, relationship problems and etc...so I can only work on this bike ever so often. I'll try update my progress (good or bad) as I get my hands on this lil Filly.

I'm also new to working on scooters, so it would be nice if y'all can dumb down the technical vocabulary for me.

Welcome to the forum. 

Did you happen to clean the tank out? There is a filter inside the tank that may be clogged as well. It sounds like you still have a fuel delivery problem. Take the vaccum line off and "suck" on the line and see how much fuel is coming out of the fuel line.
Reclean the carb and make sure the float needle opens correctly?
I personally have seen where they can be a bitch to start after sitting for long periods of time

Of course i guess it would be wise to check the electricals out as well, I am horrible with electrical but maybe some one will chime in on this that knows more of that. I never mastered the multi meter..

No, I did not clean out the tank, where is this filter located?
Could you clarify on vacuum line/fuel line process?

Sorry for the delay... The tank filter is actually located in the bottom of the tank. The "petcock" will need to be removed to check this filter.

If you remove the vaccum line and "draw" air from it. like syphoning gas out of a tank, "suck" on the vaccum line and see if fuel comes out the fuel line accordingly. I have seen the petcocks get "stuck" by a piece of debris. The fuel system is operated by vaccum. You create vaccum and the fuel flows, stop the vaccum and the fuel stops.

The vacuum line is the thinner of the two coming from the petcock. If it wont draw fuel...
