Wind shield for hands on Scooter W/O handle bar

Did some one try to modify and install those Hand Guards ( the type made for dirt bikes ) on Scooter without handle bar i.e. Grand Vista.
Grip heaters work only to some extents because they warm up only the palms of your hands, the tip of your fingers are what's needed.
