I think most of us feel that there may be some restriction.  It would be nice if it were as simple as a washer.

In the case that it is programmed in the computer our options are limited.  I have a riding buddy who owns a pda that he's used with his truck's engine, I wonder if its just a matter of downloading the program from kymco and installing it to the pda. I wonder if theres an app for android or even linux where you coukd use a smartphone or even a laptop...

If you look at the factory service manual, there is a program for a PDA for our Likes, however it only allows adjustment of fuel.

The main way a manufacture can limit top end speed with fuel injected motors is to program in timing changes near that top speed that limit the engines power, and thus limiting the top speed without needing to know exactly what speed the scooter is going.  By changing a value or two of one or two of the engine sensors ONLY at high rpm, you can increase and decrease fueling as well as ignition timing.  I do not recommend anyone doing this unless they know what they are doing.  I have done this type of thing in the past with cars and had a lot of success with them, so I intend to do the same to my Like down the road.

Since the motor does not sound as though it is revved to the max at 60 mph, I doubt there is limiter washer in the variator, but there could be one.
