No profile in the middle running surface: no all season tyre. Imho

I sure do not want to bang up my new, pretty scooter ---- and it probably would not be too good on this vintage bod to go sliding around on the pavement.
But, I hate the idea of parking  the scoot and buying a beater just for work. And do NOT want to be reduced to bumming a ride from my wife or my son in their nice warm Scion xB's.....when I have a 163cc machine in the garage.

Look at this guy - I think it's Schwartzenegger - he didn't let a little bad weather keep him off his scoot!

I am 100% sure some tiers are better then others in bad weather but keep in mind you don't have a whole bunch of rubber on the road with any tire.

Now if the road is always snow covered try a knobby tire like that of a dirt bike, assuming you can get the right size.

My gosh, what a guy this is - makes you proud to ride a scoot in Amerika!! -- getting a little misty here just looking at this picture.  You could climb trees with those tires! (...and can crush your donuts in all that gear if you're not careful)

No, don't need knobs....this is S.W.Ohio, we get some snow, then it gets packed, freezes at night, melts in the sun - to refreeze into black ice at night (when I'm going to work - I am in charge of clearing the snow from my gov't offices - so I'm out before the snow plows and salt trucks) melts again showing some pavement.
Makes a lovely patchwork of pavement/ice/pavement/packed-snow/pave/ice, etc.

I figure to run for a bit, walk, push, ride, skid, push, slip ==repeat. We're only talking 3.5 miles at 10 degrees F. in the dark, up a pretty good 1/4 mile hill.
Should be great cardio !
Have watched several videos on scoot & snow riding, and have been pricing 3-speed bicyclces with der ka-n-obbs at Woolmart.
(No public transport is avail. at 4:00 AM)
Keep the suggestions coming in, please!
