Why not take your scoot into the dealer and say, "What parts would you add to make this scoot fly?" "How much would they cost installed ?"
Then you can either buy the parts he mentiones and install yourself or bring the scoot to him once you have the funds.
No offense, but you sound like me, ignorant of what makes a scoot faster the others and how to get them there, why not do the prudent thing and buy a larger displacement scoot and safely get the speed you want?
