Solved: In two stages -- 1) I found the idle speed screw which I'm sure is the same as on the carbed versions (?) I don't know, but it adjusts the throttle stop, I bumped it to about 1500 rpm which is still in spec but higher like I like it and 2) The fluctuation was caused by a 'gift' from the dealer I bought the Kymco used from. They threw in a quick connect cable for a trickle charger and the 'tech' who installed it hooked up the positive so it rubbed under the battery which upon inspection I finally found had worn through the shielding and would touch metal every time I went over a bump. Needless to say fixing that sorted out a lot of issues beside the idle, brighter headlights, no fluctuation on my speedo anymore, much better acceleration and hopefully better MPG now that the injectors and ECU are getting proper, non fluctuating voltage.
I adjusted throttle play to the minimum at the same time and am very happy with the setup. FWIW, the Philips head tip is pointing to the throttle stop screw in the pic. You need an 8mm socket and a 2 or 2.5mm hex to adjust the screw.
