600.00 is a very fair price for a 2013.
The rust is a non issue. It actually is a good thing in a way. It is showing you the engine is not spewing oil thru the cylinder.
Keep in mind... These are just one small step up from the cheap China scoots flooding the American market. They are slightly better quality from the tires up thru the twist grip, but they are still not the best.
