Yeah no I wouldn't want to hold the keys but if you make them do a license plate test and they don't know it then I would have my phone ready to call the police and report it that someone was trying to steal a scooter. Of course this is just my opinion and I would hope that someone would do the same for me if I was in that situation

Makes me wonder what the police would advise if you did call them -- not about someone trying to steal a scooter, but if anyone found one parked with the keys in them?

I only remember the last letter on my plate; I am almost old :)

If you have the time you could hold on to the person's keys and ask them to describe them.
