2008 Agility 50 starting/idle issues

I have a 2008 Agility 50 and if I let it sit for more than 4 hours without starting it the scoot takes about 5 minutes to turn over.  If I leave the throttle alone or hold it down it makes no difference. 
Once it starts it will idle for about 20 seconds and then die, then it takes about 3-4 minutes to start.
then it dies again, even if I stay on the throttle giving it bits of gas.
After this process once it seems to be idling fine if I try to take off it will go a block or two and then sputter and die, taking a few more minutes to start once more.
If I let it idle for about 15 minutes after I get it started for a 3rd or forth time it will run fine and give no problems. 
IT DOES NOT MATTER WHAT THE WEATHER IS LIKE.  Cold, hot, warm, perfect, dry or wet.  Not matter what it does this.

Any suggestions?

Has it been standing for any length of time.. I would suggest you need to get your carb out and clean and blow it through. Your jets may be blocked

While you are at in change the plug and oil and check air filter
