Tires, 4 ply vs 2 ply?

I've noticed some scooter tires have a description of being 4 ply and others say nothing. Is it safe to assume the ones that don't are only 2 ply? Does the ply count affect your decision on your tire purchase? Seems a 4 ply would be safer longer lasting then a 2 ply. Here's an example of a tire stating 4 ply. And one I do not know the answer to.
Never have given it any thought.
Would be good to know if scooter and motor cycle tires are sold in 2 and 4 ply versions and corresponding performance and wear aspects.

4 PLY has to be better then 2 ply (less thickness)

  4 ply is for load carrying thats why the same size tire as my downtown 150/70 13 ,  for the 650 bergman is twice the price it is 4 ply,  tread is almost the same thickness and it looks the same,  probably gets the same milage out of it,  with the bergman so on my scooter it would probably last longer,  but I am not going to spend twice as much for a tire to get 4 ply,  for a few extra miles,
