normal? abnormal??

Just wondering, is this normal or something wrong? Its from a 2001 people 2t

Looks messy and slightly on the too lean side. It might be old, right? The red color from what I've read comes from use of additives in unleaded fuel.
"While many of these deposits are non-conductive and do not contribute to lack of performance, some fuel additives contain octane boosters that leave conductive deposits on the core nose. Care should be taken to select fuel additives which are compatible with ignition systems and do not contain conductive materials such as octane boosters."

As a new owner of your Kymco, you might want to replace the spark plug for a new one. Use proper fuel and good two stroke oil and see what color the spark plug will get after some riding. If you install the Tecnigas pipe remember that you'll have to change the sizing of jets (and maybe set the needle in different position) in the carburetor and adjust it properly, so that you won't be running too lean (too much air / not enough fuel - spark plug becomes orange, this is harmful for the engine) or too rich (not enough air / too much fuel - spark plug becomes too dark and you generate carbon deposits). It's good to search for images of healthy looking spark plugs on the internet and compare the colors.

Should I be Concerned? I notice the variator bearing is flush and does not have yhay notch/gap. It's making me beleive they probably de-restricted  it maybe?

That, or your model didn't have this kind of restriction. Anyway, good that you checked.

Nah, don't be concerned too much. Go on with your upgrades and when you're done change the spark plug for a new one and then after some riding check its color and it will tell you a lot about your mix ratio of air & gasoline, which is crucial for engine longevity. It's good to start with fresh stuff so that you know nothing's at fault when it comes to yours scoot performance. Besides, spark plugs are very cheap and the two stroke engines tend to "eat" them pretty fast. Usually folks change the spark plug on a yearly basis.
