THANK YOU JIM!

Just sucked on the vacuum line and the petcock worked.

Why is there no vacuum in the line to the petcock? The tube is in good shape.

The situation has changed.

Maybe multiple problems have led to where I am. Currently the carb has fuel but there isn't a spark. When the starter is hit, there is one spark and then, little to no spark after that. Also, on the spark plug cap, about 1/2 of that little area that protrudes at the end has melted.

there isn't a spark

Replace spark plug cap.

Check ground wire connections.

Reference section 15 and test pulser coil.  Replacement resource.

I replaced the spark plug cap/cable and I'm getting the same issue: one or little spark.

Does this mean the CDI is the problem?

The bike needs a new stator and CDI. From tow to purchasing future roadside assistance to getting back on the road I'm looking at spending a grand. Disappointing when so many people say their bikes go 30k with no problems.

Why both?
I understand that the stator can be the reason you have ignition problems , but what's the CDI got to do with it?
