What's going on when I turn the ignition key? What's happening that is causing the sound I hear under the seat? Seems like it's more than just getting the EFI ready.

More than you ever wanted to know about a LIKE200i fuel pump.
In the first picture is a shot of your fuel tank....see the gas cap next to where the fuel pump is being lifted out of the tank.
Yep, that noise when you turn the key on is the fuel pump being activated down in the tank, under your seat.
This goofy post proves that the Kymco fuel pump ($185) can be replaced with an after market brand (for a Yamaha motorcycle in this case) for a whole lot less $. While it didn't solve my running issues - it did leave me with a pretty peppy fuel pump that's working fine many miles later!
