Your right (not a answer).  But it worked at least that one time. I'm here typing this message and not in an ER room.

Had one this evening about 1730 CDT. We are in our dinky Smart car goin' somewhere and were tailgated by a woman  who was texting!
"Texting while tailgating" is easy to see when they are that close: could not see the road between the cars; could not see the grille of her car in the center mirror. Don't know what to do about it without going to jail......

@Crossbolt    I feel your pain.  I have no solutions either. Except for a about 20 pennies that mysteriously fly out your window.  LOL

This otta scrape the mold off this topic! We on the way to the big city of Jackson, TN for our once every two weeks grocery shopping/lunch inna restaurant trip, she's driving for once and I shotgun. Watching this sedan ahead rolling down the rain line with occasional side trips to the rumble strip followed by a jerk back to the rain line, sometimes to the centerline of East bound I-40. Methinks to myself, "I bet he, she, it is texting." Our cruise was a bit faster so before long we were alongside and sho' nuff, he was texting. Just another MORON thinking, "It can't happen to me."

Hitting the horn goes a long way toward jumping them back to reality. A few times I've yelled "Get off you phone!", or "That's illegal" though doubt it did any good.

I've noticed a trend. Those on their phones tend to leave 1 - 1 1/2 car lengths between them and the car in front of them when at a light, or stopped in traffic. Not sure if it's on purpose, or just absentmindedness. I have to stop myself from pulling in front of them knowing that having someone on a phone right behind you isn't a good thing.
