There is either a compression seal or a gasket on the ex. manifold tha will last forever if you don't mess w/ it or leak always if you do.

Such a seal or gasket between exhaust manifold and the exhaust pipe is pretty much part of every car`s exhaust assembly, but there is no gasket/seal on Kymcos, neither on any Piaggio (NRG or Beverly) I ever had. You just "plug" the pipe into the manifold and secure it with two bolts, you can do it with your fingers because the bolts are "long head" type. The same for Agility and People.

Strange, but that`s how it is.

I have an after-market exhaust that does have a fiber gasket on the manifold.  Here's the paint I use. I would also suggest a toilet tissue tube to direct the spray, and eliminate over spray. Use a few of them as they will start to drip.

Yeah, probably, but I had over half a can left from previous scoot that needed
it twice/month so 3 months doesn't sound bad at all.

Try it out, but essentialy, it's a waste of time and money.
I sprayed all of my scooters' cans from the moment they started rusting - this spray, that spray, sanding and grinding - nothing really helps, they always rust, no matter the make of the scooter and build quality.

Leave it as it is, nothing bad will happen to the scoot, except your vanity will be a bit hurt.

...it's really just common sense...bare metal oxidizes...rusts...rusty metal deteriorates...painting bare metal slows this process...

..to me, vanity or not, it's a no-brainer...
