Oh yeah, forgot to mention... Got the cylinder cleaned, honed the piston and put a new gasket there. I tightened everything according to kymco manual specs. Checked compression and I'm getting around 110. Is that about right? What do I need for a vacuum test?

Compression of 110 is fine for your engine. What are you referring to when you say air valve?      This is a Utube vid from Josh over at Scooter Invasion. He is doing a pressure test. The exact same set up is done for a vacuum test. It shows any weak or worn seals in the engine. Have you completely disassembled the carb. for cleaning? I have missed some dirt/gunk plenty of times.
