Tail bag for the Downtown.

I’m beginning to get ready for my trip to Ottawa in september -- need to renew my passport, look into GoPro Cameras, and of course convince my wife.
With those pending can anyone recommend a good tail bag for the Downtown?
These are the few I’m looking at:

I would look at suit-cases, soft side type, wheels to move them with handle on top , with all sizes, and I think they are water proof, just not as tough as the bike ones,. are you riding alone or in a group, all welcome here ,. de dee
