my vin # fate out hard to cread, dont know it a B or 8 on super 9 LC any advice thx

Search the web for your vin #, might be able to determine which one is valid.
1st and 2nd usually have an unfair advantage.  3rd is usually the best, can learn the most from.  paraphrased from Don Quixote, over 400 years ago, still true today

Vermont require to register, insurance & inspection to ride on public road even though my moped only have 49.4 cc

OK, Texas same way.  Did state reject your vin #?, fill out paperwork with one # or the #, if they say it doesn't exist, give them the other possibility.  Let them do the work for you.

If scooter was sold in USA, they probably can check for vin #.  I had similar problem with my last Super 9 LC that was originally sold in California and moved to Texas.  Texas told me the number was incorrect, since scooter didn't have a title, I had to get the vin # verified by Police, cost $40.

Check the VIN stamped in the frame. Hard to believe it would be rubbed out there.

Vin below handle bar fate, one suppose on right frame near gas tank which I cant find
