tha plastic shrouds actually help with cooling they make the air that is pulled in by fan go around whole engine instead of how little air would get to it under all the body panels

On the water radiator, yes.
Sit in traffic...and it will click on...signal sent from temperature reading pick-up.
My Burgman can idle forever it seems before radiator fan kicks on. Big radiator?
Water cooled engines are more efficient. ...more powerful....cleaner....more everything. Including - more parts to fail...more places to leak...more expensive to repair, build & keep serviced.
Old aircooled VW's ran forever in all climates - if you kept valves checked and oil changed.
