steep downhill with the wind at your back   or get a bigger scooter,  even my Piaggio b v 350 is electrically cut off at 85  MPH,  with power to spare,.  Alex at scooter west .com has modified his for 100 MPH.  the manual warns us not to go to fast with windshield and top box on the scooter,.  on my trip to east coast I went over 160 Kmph,. with no bad feeling with scooter,  with wind shield and large top box,.  just for short runs,  I allways stick to the speed limits on long trips,  or ride with the flow of traffic,.

Now this thread is really getting interesting. I always thought scooters are only for people who like cruising at mild speed but I clearly got it all wrong lol
Life is a journey. Just spend some time, and enjoy the trip.

Ha Ha Yes I am mild and always slow intown and always stay far back from everyone watching every move everyone makes but  I tell ya when I hit the highway I like to open it up in safe areas and if I am passing which has to happen at times I like to have the leverage if need be!! zoom zoom! :D

did a little run on 5the 401 highway about 100 km.  followed the cars at 120 to 140 km.s  my tach.  read 6000 rpm to 6500.rpm. at 120 kmph. that is with the modifiyed variator I filed 5 years ago.,  not bad for a couple of hours work,  with the variator out of the scooter, with no cost,.  except for the belt file I bought ,  1/2 " wide just right size  for the variator ,.  I found out it is what malossi speed variator does with there units,  they must have coppied my work,  HA HA

Still no top-speed like I use to have.  I get reach 75 mile per hour and that is it.  I use to do easy 85.  New filter K&N New heavier rollers (better rpm) when I reached 75 mile this morning it was maxed out 8000 rpm.

I watched your video.  Variators don't seem to be opening and closing it might be a good idea to dissemble and recheck everything and maybe just replace the belt if the existing one is the correct size you could label the date & miles and save it.  Also, at around 18K I had to take off my rear variator and regrease it because it wouldn't disengage into neutral it was dragging like I was still in gear when I came to a stop.

I have not been impressed by your "mechanics," Kat. They should have found the problem by now or at least, eliminated the many suggestions on here. I had a ride on the freeway/motorway/interstate today and 60 mph = 6000 rpm, 65 mph = 6200 rpm and 70 mph = 6500 rpm. I think that is what I have been seeing since 2013 on this model. 'Course this is all a repeat of what has been posted. I think MrBios has a good point. Your mechs/techs need to listen to him.
