2009 People 50 needs help

Hi all
I picked up this 2009 People 50 from a friend today for $100. It had been stolen, and the police recovered it yesterday. Wires were cut to get hotwired, and spray painted. No biggie as I want to keep this not flip it. I could use it to zip around the city.
I need to fix these electrical problems before I go over the rest.
1. Whats wrong with the wiring to the battery? I know the heavy green is negative and red is positive, but what about the others? Also seems to be a fuse missing.
2. All the wires have been cut to the ignition switch. Can I just resolder them or is there another way?

I want to make sure it starts and runs before I do anything.

Also, any links to an online repair manual?

I would think soldering them would work ok. Or order new switch and connect it with connectors.
