If one is wearing layers, or they right clothing I'd imagine that there's a percentage of heat that is retained/re-circulated around the body instead of pure heat lost.
I can ride at a slower speed and  feel more comfortable, compared to higher speeds where the wind/wind chill makes it more of a hardship.

Thanks, everyone, for all the feedback and replies - that's why I love this forum! Slower speeds and lots of layers will eliminate doing a lot of math/science in my head while riding, so that sounds good to me. Right now, we have an inversion going on, so temp range is lows in the teens, highs in the mid-20s for the next week with lots of fog. Guess where the scooter is now?! Yup, safely parked in the warm garage.  :-\
