Sticking Speedometer

My junker 2011 Agility 50 now runs well enough that I need my speedometer.  The needle moves fine up to about 20 mph, at which point it stops.  If I slow down it takes a few seconds for the needle to drop. Anyone look inside one of these speedometers?  This does not seem like a cable or hub drive gear issue.  I did disconnect the cable at both ends for inspection and the cable spins freely by hand.  I'm thinking maybe some debris or gummed up lubricant could be inhibiting the free movement of the needle mechanism.  Thoughts? 
While on the speedo topic, does the odometer register in kilometers or miles?

Most of the scooter videos explained how to replace a speedo cable I'm afraid.  I was able to find an explanation of mechanical speedometers at "how a car works" (with a nice diagram).  This, it turns out, is very similar to my Agility speedo and gave me an idea of what I'd be looking at.  I was able to find a recommendation for sticking speedo needles at an MGA website.  Clean the needle shaft with drops of lacquer thinner followed by a drop of machine oil.  I'm in the process of doing that.  It would be nice to have that shaft out of the speedo and on my bench, but this would entail disassembly of "staked" bracketry.  I'm unwilling to go there; so I'l proceed as best I can and see what happens.

While on the speedo topic, does the odometer register in kilometers or miles?

On my scooter (2009 Agility 125) the name "Kymco" appears at the bottom of the speedo, and "Km/h" appears slightly to the top/left of "Kymco". The speedo also indicates speed in miles per hour, but "Km/h indications are bigger and more visible.

In my case the odometer gives a kilometer reading. (I'm from South Africa, and all vehicles here come with KM/h speedos).

Maybe in countries where "miles per hour" indications normally get used odometer readings will be indicated in miles ?

I cleaned the speedo, installed it and went for a ride.   No change.  Still sticks at 20 mph.  Oh well.  I tried.
