Bystarter may not be working....

When I start this Agility 50 it idles okay but the idle rpm's never increase , which I would expect to happen when the bystarter needle opens it's circuit.  And after idling for 5-10 minutes nothing changes.  I cannot get the bystarter out (one of the retainer screw is stuck).  With the bike running I checked voltage to the bystarter and it jumps around from 7.5v to 8.5v.  I expected the voltage to be around 12v.  1- What should the voltage be?  2- If it should be about 12v, could the resistor be the culprit? 3- Could I just tap into a switched DC source for power to the bystarter?

I’m not sure, but I think the wiring on these scooters are too thin and the voltage drop could easily be caused by the thin wires before the resistor.
