Kymco Agility RS 2013 CK50QT-K Start up/Speed problems

New to forums long post but I want to give as much information as I can
I have a kymco agility rs 2013 I believe but this is just going off the REG PY13 (first reg 28-08-2013)
Type CK50QT-5
Version CK50QT-5D
When starting up it electrically (kick-start broken) it can take a few attempts 3-5 starter motor is functioning or at least not 100% dead.
When the engine starts I will try rev (twist the throttle?) and it can not respond so will twist forward and backwards in a cycle this will sometimes keep the engine from cutting out.
The more I do this the engine will start to gain momentum and I will start reving just by holding the throttle? In place Without having to twist it back and forth.

once ive got the bike able to move I will try reach top speed about 33mph according to the speedomitor but it will stay at around 20-23 for about 2-3 mins I can reach my 30-33 on even ground after the engine has gone for a bit

Once this happens the engine can sometimes still cut out in a couple of seconds of no revs so at traffic lights im always having to keep a small rev going to stop a cut out

If I go up a hill speed will  drop at best 15-21mph at worste 5-10 I can even have it slowly stop no movement and the engine will cut out and have to restart the engine

i have had work done on the bike and had a destricted CDI put into the bike this made the bike accelerate slower speeds of 40-45 were achieved but made the bike slower up hills 20-25 this gradualy got worse and the old cdi was put back in, rollers were replaced and carb was cleaned out

Another attempt was made with a different destricted CDI box because it was believed it could have been faulty a different box was put in and the same problem happend again I was assured this was the correct CDI as he said the connecter (plug socket so to speak?) was unique to this bike

Same story again old cdi unit was put back in place and the bike was working again however some of the power was lost and the bike has gradualy got worse im concerned im going to do damage to the bike if I keep driving it



Things I have thought that could be wrong are

Spark plug?
Rollers?
Carb dirty?
CDI box failed?
Starter motor?
Battery?
Pistons?

I just want some advice i know there are YouTube videos with guides i want to try fix it my self but dont want to be replacing parts that are working fine thinking there broken if anyone has any advice about what i should do first i would appreciate it taking it back to the mechanic is also an option

For starting - Check the wire connection to the starter. Mine was arcing & shorting. Popped this in yesterday, fairly easy:

(double-check to make sure it'd fit yours)

The cutting out sounds like the situation with me & my '14 Agility 50 12,500 miles...

When it sputters & dies out, do you smell gasoline?
If so, could be dumping too much fuel in. Check your automatic choke & idle screw.
You can get a new choke for $18, but at that point, you might at well get a whole new carb for $30...

How many miles do you have on the motor?
May be time to check things like valve clearance, pistons... Whole top-end job, which shouldn't be bad at all.

I just put in a new carb yesterday, so far so good - but we'll see how it goes this week to work.

Except for a 19mm carb now.

It sounds like you may have more than one problem.  When you cleaned the carb, did you remove both jets and were you able to see through them when done?
How long have you owned this scooter?

After all this attempts to get the scooter going I think you could just unscrew the spark plug, and have a close look at the condition of spark plug. If the spark plug is completely dry, chances are very good that you are having a fuel supply problem. The carb could still have clogged jets, or the fuel filter might be dirty.

If the spark plug looks "wet" you might have an electrical problem, or a worn engine.
