CARBURETOR HELP PLEASE!!!!

So I am pretty knowledgeable when it comes to mechanic work but I'll be damned if the Venox 250 carbs are just a pain in the ass. The service manual doesn't tell you where to measure from for float height. Just got it from a friend and it wont start. It sat for 2 years and when I got the carbs off one was was full of junk. So I cleaned em up real good and before i put the floats back in Id like to know how the hell to adjust the floats and tune the carbs. Like I said the manual is sh**.

I've always gone with making sure the float is parallel with the carb body when there is no factory info available. That's usually a good place to start.
