Alot of bulbs used in scooters are a push and twist type. Push in and turn CCW (left loosey)
If you are not having any luck which isnt uncommon since grease isnt used from the factory in bulb outlets you will have to break the bulb. No big deal if you are replacing it, right?
Needle nose pliers, wrap the bulb you are removing with a clothe to catch the broken the pieces of the bulb.
Once you have broke the bulb you will now be able to grab the metal base with your pliers and gently twist and bend the base of the bulb which should now came out with your pliers.
Use canned air, compressed air to clean the socket, and use a SMALL amount of delectra grease in the socket for easy removal next time and also the grease will prevent corrosion which may cause erratic operation if you drive in wet conditions.
