New to Moped/scooter repairs but think i have seized cylinder

I have a agility 125 unfortunately did not take care of her as I was in a hard spot in my life and didnt think about checking fluids regularly (I know dumb move) Lost acceleration on a road trying to get up to flow of traffic pulled over to the side and attempts to restart did not work just a spinning sound. My dad said its probably something to do with the piston since I no longer have compression behind my spark plug but at the time I didnt have the tools or space to work on it. I now am at a point were I want to fix my mistakes but dont know where to start tool wise to open up the engine and be sure whats broken so i can try to work on it since all the moped shops in town(san diego) straight up told me they wont work on my model or will just replace the whole engine. I am looking into getting a toolkit to open up the engine hopefully on tuesday but alot of the research im looking into talks about upgrading the size of the cylinder and I dont think im tech savy enough to do that I just want to get her running again and help is much appreciated

Ok, you might purchase a service manual for your Agility. ...www.cyclepedia.com....to see what a rebuild of your scooter might involve.
Is buying a used scooter, with a payment plan out of the question?

Welcome Tsarbomba92.  Wise words as ever from Stig!  Sometimes picking up a runner is the easiest route?  If you really want to get this scoot back on the road and there's nothing wrong in that, then yes, you'd benefit from a manual.  You also say you're "looking into getting a toolkit"?  Obvious to say make sure it's metric sizes, not so obvious maybe is make sure that you buy the best you can afford; one hears too many tales of tools breaking or bending when made of sub-standard materials. 

At the very least you're going to need a socket set and combination spanners covering all the popular sizes from 5 through to 15mm, plus allen bits (can be found included with a lot of socket sets as are torx bits) and a couple of good quality screwdrivers, flat blade and philips.  That should get you started on pulling it apart.  Leave the esoteric (expensive) tools until you know you need them!

It is doable, if you are determined. An Agility is the perfect learning ground. None of us understand everything but together, we can supply most of the answers.

I don’t understand what you mean by “the engine is just spinning around” ?
You also mentioned the engine has no compression. To my mind it means the starter still swings the engine, therehore you were still able to somehow check the compression.
This means the engine has not seized at all.

If I were you I would rather have a look at valve clearance gaps before stripping the engine. If the valve clearances have not been checked before, there is a good chance that the lack of compression is caused by incorrect valve settings.

Again - if the engine still swings when you press the starter button it would be wise if you stay away from stripping the engine at this stage.

JP Motorsports in Chula Vista shoul be able to work on your Agility. They are a Kymco 2 and 4 wheel dealer
Fun bike is a 4 wheel dealer only

Here is the service manual. I Agree with @scooterfan. Try checking the valves. Both should be set at .004 with a feeler gauge
