I’d personally return it for an exchange as it was at best damaged in transit and at worst failed even the most cursory of quality checks at the factory!

OK.  Interesting to see I'm not the only one of that opinion - thanks Karl!  Turning to that specific question however, I suspect the answer will be yes you could probably use it like that, but I'd await the opinion of someone more qualified than me to rule on it.  I am, at best, an amateur mechanic!

Seems he can't replace it Karl.  Can he use it without it screwing up his transmission?

The transmission will be okay but clutch and bell might not. Back in the brake shoe days even local shops could bond friction material to brake shoes....

I finally saw the link and looked at your picture! Can the supplier take this as a returned item damaged in shipping (?) and replace it? You received it this way?

I think in the longer term the damaged pad will get worn faster and eventually the clutch will be off-balance due to less weight on the one pad. This might shorten the lifespan of the clutch bearings - specially the needle bearing.
If the clutch did not come with a new bell and pulley, I think the needle bearing on the old pulley will be on it’s way out long before the new clutch pads are worn - specially due to an off-balanced problem eventually.
Life is a journey. Just spend some time, and enjoy the trip.

I think your point on balance is valid. How about weighing the damaged shoe and then removing material from the other two shoes in a similar place to equal? That way he could use them without balance vibrations.
