Has anyone seen this & the VIN Location ...

A mile from my house there is an abandoned 2018/19 Like 150 thst has been sitting unattended on the road for over a year.

I ignored it until I bought my Kymco last week.

See photo - it has this unusual ignition lock feature that is over the ignition hole for the key, I don't know if it's a protective feature or not but now a key cannot be inserted.

I have the License Plate of which the tags are overdue but I cannot find the VIN # anywhere, the steering is locked& without a key, its impossible to access the seat or front panels.

Any clues as to what sort of lock this is & where I might find the VIN from the outside?

This ignition lock is common on many Kymco models over many years. That cover over the actual key opening is the most clever and diabolically effective deterrant to theft ever designed! That tiny button in your picture releases the flat cover. The "wart" on the side of the ignition key is required to open it.
The "wart" is a cylindrical nub at right angles to the key and has a magnet inside that releases a catch and allows the nub to turn and open the cover. THEN the key may be inserted.

The VIN will be found on machine left down by the center stand pivot. There is another location that a current Like owner will have to reveal.

@doc, VIN is found on two places at your/that LIKE.
Once behind this plastic cover on the frame, stencilled in. A second time at an alu placard rivieted to your/that LIKE onto the rear right frame, visible easy with a mirror held under.
