Would you buy a new 09 S 200 for $1795.00 or a new 09 S 250 for $2495.00  Both come with full warrantys. I currently have an 09 Agility 125 that is great but for some reason I feel like I need to move up. I never go over an indicated 55mph because it doesn't feel safe above that speed. Would the Peoples feel better at higher speeds?

I can only adress the S200, but at $1795, it's a steal. I paid $2999 out the door for mine this February. At over 50 mph, the S200 isn't exactly a high speed cruiser. The steering is pretty fast, and road irregularities are evident. If you're looking for 55 mph and above, look bigger.

my people 250 feels nice and stable at 70-80 all day.

I would go for the p250.  I know it's a little more but it should get you all the way up to highway confident.  The P250S is much more common and should be supported longer,  It is also a Taiwan built bike.  The P200, while a very good bike is newer and less proven.

I do not know why you think that P250S should be supported longer?

Believe it or now, P250S was in production only for two years: 2007 and 2008.
In 2008 and 2009 it was replaced with injection model (so rare that it seems nobody has it on this forum), and 300 injection.
I wonder if injection models were imported to USA at all.

People 250 in any form is not sold anymore since 2009.

P200S, to the contrary, has been in production (in this form - it existed even before) since 2005 - more than five years.

Of course that 250S is a better bike, if you have the funds.

Go with the 250
The 200 is like a 50cc bike that can go almost 60. Nothing more.

The P250S is offered as a 2010 model in the US. It has carburetor, not fuel injection. It is an extension, a maturation of the P250 (vintage style) product with many shared parts between the P250, P250S,
It is a water-cooled bike, 249 cc engine, dual disc front brake, single disc rear brake, made in Taiwan by Kymco
Engine and CVT are shared with these bikes: Bet&Win 250 (Ego), GrandVista 250 (Grand Dink), Xciting 250.   
The list price is $4,499 USD

The P200S is offered as a 2010 model in the US. It has carburetor, not fuel injection.
It is an air-cooled bike, 163 cc engine, single disc front brake, single DRUM rear brake, made in mainland China  by contractor overseen by Kymco engineers
The list price is $3,399 USD

Huge differences in the bikes.  The buyer will need to determine if the bike is worth more to them or not.

It is strange they are selling you in USA old models that are not sold in Europe for years.
I guess they think that US market is less demanding as scoots became big thing there only recently.
As I said, 250S is not sold here since beginning of 2008.
