Air filter change, clean and wet or dry?

Hey everyone, I've got a 16 kymco like 200i  and the air filter seems to always be clean but I must admit I only have a little ice 2k miles but it's dusty where I live do hmm. Also is the filter a dry or wet? I did read in the service manual is should be wet. Can anyone tell me what exactly that means? The replacement filters don't have the extra sponge thing on them.

Dry.
My manual does not mention wetting anything.
(The stock one in my LIKE200iLX was not wet)
Just says replace with a new one if too dirty.
Wash, dry and re-use the foam layer.

* and yeah, the airfilter in a LIKE200i stays clean a very long time. Must have something to do with the clean air space where the end of the intake snorkel is positioned.

I understand...and I do not know this manual.
I can say that upon first look at my air filter I did not detect that there was any substance on the paper or foam filter.
And,  per my manual,  both filters have been dry for the 10 yrs I've ridden my LIKE200I LX.
