My opinion is no in both cases. Two DT300i machines those rubber bushings were very tight with no wiggle anywhere. R & R all those bushings ASAP (real soon!).

i bought its like this second hand 3 yeras ago. I dont know...

The first video the rubber bushing is a bit loose but you can tighten or replace the bushing. The second video it's wobbling on the centre stand, not an issue.

I looked at the second video again and could see the clearance between the air filter enclosure change quite a bit as he was shaking the back wheel sideways. I have an idea the straight line ride is squirrelly to be blunt.

Swing arm bushings----replace period.  used to be problem with Japanese bikes---really screws up handling.   Your case, bike age and miles(km's)
