WTH? No lights & red light runners?

What's the deal - is this a thing where you drive/ride?
Every time i go out at night for a 20 min drive I see another car driving the city streets with their headlights off!
Of all the safety stuff they've put on cars - why did they do away with automatic headlights?
My '06 Chevy truck has them.....but I see a lot of new cars driving with dim-bulbs at the wheel  - headlights off.
Last night it was a new looking Buick ....black of course - only the gleam of the chrome let me see it coming as I waited to turn.

And a few mins later we stopped half-way out in a big intersection, behind a large P-Up....waiting to turn left. I saw the light turn red over his cab - wondering why we still aren't getting out of this intersection!!....a long pause...then a p-up blew past us!
The guy in front of us saw that this jerk wasn't even slowing for the red light...so he waited - we waited. The crossing cars waited, too....thankfully.

that's all I got....

I was followed the other night for a while by a car with no headlights. It was completely dark out and this person just drove in the dark..I was ahead of them and I turned off and on my lights a few times as a signal...it didn't do any good.
