Would you buy? Things to check

Hey y'all!  I am part of the club...almost!  I am going to look at / buy a 2004 Kymco zx50 on Friday, 03/11/2011.  The agreed upon price is $220.00.  Plastic is all good, seat, lights, steering, etc are all in great shape.  It has 12300k on it.  Here is the catch: Dead battery and won't start. Seller has said that kick start cranks it a few times but then gets "stuck". Seller says it doesn't sound like it's turning over.  

So... Engine might be frozen, etc...  If I have to buy and refinish top side with cylinder kit, I can do that but WHAT IF: The entire engine is bad / broken?
What shoul I be sure to test / turn to make me believe it can be resustated with a kit?  Take what off and look st?

Lastly, is it worth 200 in parts if it comes down to that awful awful fate?

Definitely worth $200 for the body alone!  The bottom end of those engines is about bomb proof, so you should fine with just a top end if needed.  Plan on changing the carb and exhaust and re-tuning the cvt if you do a BBK.  If it comes down to you parting it out, I call first dibs on the body panels!

yea u could definitely make more than $200 on part alone (ESPECIALLY THE PANELS!). This specific blue color of the ZX 50 is the rearest (this color blue was only done on the '03 and '04 models). The problems do not sound major and the bike is book valued at $800 so this is a great buy. If you part it out, I would definitely be interested. My bike was stolen and when I got it back, they had cut holes into the front panel and destroyed the side panels, and I'm looking for other parts too.

Though my '07 doesn't have the silver trim, the blue looks about the same shade. Would be interested in the engine, though the shipping cost would probably make it not worthwhile.
