Ok I got the scooter working. It was a bad pulsar coil. I bought a new one and installed it and the scooter fired right up. On the new stator & pulsar coil I measured the resistance and voltage.
Key off:
Blue/ Yellow wire- resistance 111 ohms
Yellow wire- .6 ohms
White wire- .7ohms
Key on, scooter not turning over:
Blue/ Yellow-112 ohms
Yellow- 7 ohms
White wire- 6.8 ohms
Just turning over the engine:
Blue/ Yellow wire- resistance .9 killi ohms, .23 volts
Yellow wire- no continuity, 7 volts
White wire- resistance 0 ohms, 9.1 volts
Engine running:
Blue/ Yellow wire- resistance ohms, .76 volts
Yellow wire- resistance ohms, 11.6 volts
White wire- resistance ohms, 17.5 volts
