Does the fan run ?

If not: bad fuse, sensor or fan motor.

Like MaryK says, check to see if the fan runs.  Air trapped in the cooling system would cause that too.

Some moore questions:
Is the scooter new ?
Has it run hot since you got it ?
have you made any changes recently before it started to run hot ?

Are you riding in stop & go traffic or on the move when it gets hot?

To check for air in the cooling system, you have to open up the radiator cap (when cold) and see if the coolant level is at the "top" (where the caps seals) of the radiator.  If not, then add 50% Prestone or get motorcycle/scooter coolant.
Also make sure that the overflow bottle is at the correct level of coolant.

A lot of stopped idling in 105° weather may be the problem and the only cure is to plan a different route or time to ride.

Are you getting coolant into the catch tank when it is warmed up?  If not - then you don't have enough coolant in it or it isn't pumping it.  You basically have 2 thermostats on that engine.  One is on the back of the radiator under the main hose - and it controls the fan.  That one seems ok.  The other - is the thermosensor down on the pump - and it needs to open to allow the coolant to flow.  If you aren't getting coolant into your catch tank when it's hot and you've got enough coolant - then I would suspect the thermosensor.
