fuel problem?

Hey guys,
    My scooter is starting real hard and then surges for the first quarter mile or so that I drive it. Thoughts?

Bad gas/clogged fuel filter/bad air filter/bad auto choke/loose fitting on the carb/mis adjusted oil pump/ Lots of maybes... You have to try to narrow it down. I would start with new filters/spark plug. Adjust the idle mix screw, and keep checking from there.

More likely than not a clogged filter leading to lean. Maybe a clogged pilot jet.
