Last Update: I went in for the fix (evap system) they installed the solenoid/control valve they could not install the evap canister because of quality problems. One fitting (hose barb) was broken, apparently they have a batch of these and they need to be eyeballed before shipping to the dealer. IMO, just changing the solenoid/control valve appeared to fix the hot start problem. Installed the evap canister today.
The dealer and I think this is a 50 state (USA) not just California evap system.
