Call to Kymco rep mostly useless

I've seen others posting about a "factory derestrict" kit consisting of a bushing and jet included with their new scooters. My dealer insists I have to buy these items from him as they are not included. I thought I'd contact Kymco to get the final word on this.
I contacted Kymco USA and asked if I should have received an additional factory jet and bushing with the purchase of a new scooter from an authorized dealer. Perhaps I shouldn't have used the term "derestrict" in the conversation. All the answer he would recite was the corporate party line that Kymco imports all scooters to meet regional guidelines for importation and he could not tell me how to make it go faster. No matter how I acknowledged this point, didn't ask how to make it go faster, and asked a simple yes or no question, Mr. Oliver could not or would give a simple reply. When I informed him my region/ state allows me a speed of 35 mph on public roads, he inferred I must have knowledge of how to make the scooter go faster. Yeah, duh. So I never got my simple yes or no from this rep. In my opinion, he missed his calling to be in politics.

Although some scooters are able to be "derestricted" it's not factory authorized nor are parts
included for that. The 50 cc's are not supposed to go faster than 30 MPH in many states. It's
up to you to figure out how to do it and do it at your own risk. Sometimes the dealer will tell
you if they figure your going to follow the law and register it as a motorcycle after the
modification.

but may change the registration requirements on the scooter. Each dealer must
check their respective state and local laws to determine how the vehicle can be

 The Fed's are requireing more difficult changes so it is a lot harder to derestrict. In many
cases now you have to buy new parts to allow higher speeds...

AFAIK they no longer give you that package. My friend just got a new super 8 and no extras either.

When I bought my 2011 Super 8 2t it did not come with the boss and jet. The dealer offered to sell me a hop-up kit to make it go faster for $90.  The kit was the jet and boss I should have gotten in the first place. I called the Kymco rep for my area (SC) and she told me they were suppose to give me the two pieces. She said they come in the shipping crate and should have been given to me and the dealer should not sell the parts as an upgrade. I was pissed.

I went back to the service area and asked the assembler for the parts. Told him what the rep said and he said "I know, the owner just has us keep them to sale later". He brought me my parts and was nice about it. He blamed it all on the dealership owner being greedy.

..newer scoots carbs dont even have a fuel mix screw...
..every mod (action) necessitates a (reaction) mod..

Thanks everyone for the response. If the person I spoke with had at least given me the impression he knew his product and simply said something like "We used to do that but stopped doing that for 2012," I would have said "OK, thank you for returning my call and your time." That's all I wanted  - yes or no. Instead I felt he just wanted to bedazzle me with corporate B.S. to deflect his ignorance of this matter. It was stories like that from Pimpy1 and the fact my dealer wants to charge for the parts which prompted me to call them. When I've already paid enough for this scooter because I wanted quality, that I could have had 4 Chinese scooters delivered to my door, I don't like getting screwed around.

Company practices and policies in hiring and training people must not be taken for granted. Sometimes, or a lot of times, Companies do not focus or give priority on human resources but are more excited on sales figures and product development.... a pity...but it's a reality... the way an employee performs is a reflection of the kind of Company he or she represents....
