Strange behavior after refueling

I have a 2010 Yager with 8000+ miles on it.  When ever I refuel it: 1) there is some kind of suction holding the fuel cap closed when I release the catch, and 2) it will stop if I don't hold the gas on within about the first 30 minutes of steady operation.  Is there a fuel filter that needs replacing?  Any others experienced this problem?

  I would go to the dealer and try a new gas cap,.

The cap is vented thru the carbon cannister in the rear of the scoot. The vent is switched on and off by a valve, left side under the footboard, out board of the frame rail (whew!). No vent if this valve sticks. I removed this valve when I had the Yager and coupled the line directly to the cannister. I also capped the vacuum source on the intake manifold. Got rid of the problem.
