Super 8 125 , fuel gauge

Hi , since i bought it had an average MPG of 60 miles then i realized that they fuel tank is 6L not 4L but dealer assumed the low MPG is cause of the cold weather + choke. So i did couple of tests and found out that when needle is in red there is like 1.5L-2L left in the tank. I was basically refuelling whenever it would hit the Red Zone and it would always fill up ¬4L of fuel. Or is it possible that im dumb and the tank is empty when needle is at the botoom like when the scooter is parked?

Same with my s8 125, When the needle is at the red level, there still lots of fuel left, around 2 liters...

So it probably means that tank is empty when needle goes to the bottom under red level ?
Ok thanks.
