wont start but turns over... help!

My kymco agility 50 died on me recently on the way home from school, had to jump it of a teacher's car.... got less than a mile from school and it sounded as if something popped, I slowed to a stop and the engine cut out, and now wont start( not even if I jump it) it turns over but wont fire. From what I can tell I've got no compression(finger over plug hole as I haven't got a compression tester) I've got spark (yellow even with new plug) I tried a valve adjustment but on one of the guides it said the rocker arms should wiggle slightly at TDC one of them does( bottom) but the other is tight,  also when manually turning the fly wheel it gets jammed or is hard to turn at 50cc on the top valve I tried turning just the cam shaft and it was tight when the top valve was going down( or up if I turned the other way)... I'm not sure if I need compression to get a vacuum to activate the peacock because it looks as If I don't have a vacuum either( fuel flows when sucking on vacuum line but not when turning it over by electric start.                                                                                                                                   I'm thinking I have a bent valve? But I'm not sure so this is where I need you guys to help :)                                  if you can think of anything else that's wrong please say :)                                                                         any help is greatly appreciated!

If your not leaking oil. you must of blown a ring. Dont take my word for it but you should beable to turn the back tire a few times with no problem. check to see if a rock your something is not stuck in the fly wheel..
